Internet Explorer reports download is complete usually very rapidly, but the file size is wrong

I'm in a situation I haven't seen before. On a Windows 2003R2 system with all the latest patches I can't successfully download files. I've tried with the IE 6 that was installed and then updated to IE 7. Internet Explorer reports that the file has completely downloaded, but when I inspect the file size it's substantially smaller than the correct size. Also it doesn't run.

Try using Firefox to download the file.
http://www.getfirefox.com

This will determine if the problem is IE or your system.

Try clearing the local cache.  It may be pulling it from there.

Try all the solutions above if they does not work, try downloading the file on another computer and transfer it to your computer,  you might also want to run disk cleanup and scandisk, with fix all errors option selected, if that doesn't work, it could be  corrupted ram

you said that when you try to run the downloaded files, they don't run. could you give us the error message verbatim that you get when you try to launch these files?
