Is there a way to insert a calendar booking for an entire group of users without having to send an invite to the distribution list?

No :o)  The calendar entry gets created from the email that's sent.

In theory you could book it into a public folder calendar, then use some kind of clever form to sync that with each user's mailbox calendar, but that could end up pretty complicated.
