MediaWiki Add/Delete Users from WikiSysop

Using MediaWiki 1.11.0, is there a way I can add/delete users when logged in as WikiSysop?

I see the special page UserRights, but that only allows me to control which groups existing users are in.

How can I add a new user and delete an existing user while logged in as WikiSysop?

    How do I delete a user from my list of users?
    MediaWiki does not support the deletion of user accounts. To prevent an account from being used, either scramble the password or set up an indefinite block on the account.

    Do not remove users from the user table in the mySQL database; this causes problems with other parts of the wiki due to the relational structure of the database.
