is that on our side or the recipient?

actually just reading it again, it is 100% coming from the receipient email server. The giveaway is the "please contact trhe recipient if the message should be expedited" i.e. If this is urgent then speak to whoever you were sending it to, they can then get in touch the thier IT and chase it through.
Thats my take on it anyway

can you post the email headers for this returned message?
to get the headers in outlook do the following:
right click the message
click options
select and copy the contents of the internet headers box and paste them here.....you may want to sanitize it a bit by changing the names and addresses....
if this is your user then initially i'd suspect that it is on the recipients end........unless you have some limits/filters at your side to do this...
what mail server are you using?.......that would help to narrow it down as well...

im using exchange 2003. there was a limit on our side of 40mb per message but i removed that
The issue is with the per-message limit on the recipient's side. To fix this, reduce the message size. If sending multiple attachments, try compressing them into a zip file or sending fewer attachments per message. If it is urgent, email is the only accessible way to transmit the data, and the recipient's IT department won't have a problem with the content (i.e., it's not a 400MB home video or similar), contact the recipient and get her IT department to release the message from the message queue.

Not even an Assist for me on this? Even though the "Accepted Answer" was confirming my original diagnosis. Oh well you can't win them all!
