Exchange user cannot get updated Global Address List in Outlook 2003

I have a user that is running Outlook 2003 with MS Exchange that cannot seem to get the newest global address book entries.  Every other user in the organization seems to have the new users when trying to send an email to them but for some reason her profile on her computer doesn't seem to let her.  She can access the people when logged into Outlook Web Access but not when she's on her local machine.

I've done the "download global address book" options in the send receive section and I've logged her in and out, restarted the machine and there's no dice.

could delete her profile on the local machine through control panel and the mail option. then create her a new one and see if that works.
