Set Num Lock on all the time for all users

Have a new machine with XP O/S.  I want to keep the num lock on all the time for all users...what do I have to do?

    Here is a script to force this at logon:;EN-US;Q262625&ID=KB;EN-US;Q262625

    Generally the num lock state will be the same as when you last logged of the account.

    Click Start Menu-->> Run -->> Type regedit <hit enter>
    And then go to this registry key.
    HKEY_CURRENT_USER\Control Panel\Keyboard
    -Double click on InitialKeyboardIndicators
    -Type 2

    But - you would have to do this for each user.
