What do u mean by sqlplus permission? You just need to install the Oracle client (which has the SQLPLUS binary) on the user machine to enable him/her to access a DB.

but i need to give permissions to another non-oracle user but i don't want to just give all oracle binaries chmod 755

Why are you not just adding the user into the group that was created during install for exactly the purpose of "access to the required binaries in order to connect to Oracle" - and whose name totally escapes me at the moment...

Oh i see ... I think granting execute permission to SQLPLUS should be good enough. After u grant it, re-login as a user and fire some queries to see if all is working well.
