IE 6 won't run. Quickset.exe Not available

I can't seem to access any websites through IE 6.  I keep getting an quickset.exe error stating that IWH9.dll is no longer available.  I am using a Dell Latitude D620.  HELP

Remove all your toolbars and whatnot first. Then head to your Control Panel and open up Add\Remove Programs. Choose add\remove windows components on the side and uncheck internet explorer. Clicking next will uninstall it. Afterwards, go through the same steps to reinstall, it will take a short time.
