Floating Tablet Design

I found a web site which uses a fixed background to create an illusion of floating. It has an ornate background which stays stationary and the tablet looking content scrolls, it feels as if it is floating above the background itself.  You see all for sides of the paper object, and that is the only thing that moves when you scroll.

Could you please tell how this is done, for I would like to do the same on my website.

Without a link its hard to say, but its most likely done using CSS. The background image is fixed using CSS, and the content scrolls above it. Learn more about CSS in general here:
