no preview available for my picture

I have some problem with my picture recovered from my old Hard drive.
some picture can view perfectly,but some picture just view in thumnail but when i double click and open it:
" No preview available" and some have no thumnail and when open have the same error.
how can i view my file and how to fix this?

    What is recovery software you used?

    File scavenger.i use it to recover all data from my HDD.

    these pictures are corrupted and couldn't be recovered completely.

    try using GetDataBack

    or PC Inspector
