Not 100% sure, it could be because your application is looking for the dll that has CrystalDecisions.CrystalReports.Engine in GAC (Global Assembly Cache)

What you can do is copy those files into GAC and see what happen next.

Hope this helps.
Is this error in development machine or production?

If development that means the crystal libraries weren't installed with visual studio (or have been corrupted).  Do a reinstall of Visual Studio and be certain the crystal components are selected.

If production, you need to deploy the merge modules along with your application (whether it's a windows app or web app).  Assuming it's a web app, the merge modules will be used by the windows installer on the server to copy in the necessary dll's and register them into the GAC.  You can do this manually but it's difficult because of the required keycode property on one of the dll's that is in place to insure it's a licensed copy.
