I haven't tried to do this using Outlook Express or Yahoo mail. I've managed to get a html newsletter out using Mozila Thunderbird. I designed the newsletter in Thunderbird as well. I tested the results by sending them to different clients, like Thunderbird itself, Outlook, Gmail, etc. In my experience you cannot use regular HTML in email-clients, but maybe your experiences are different. The results were never perfect.

The only thing to be sure the result is acceptable is to test it very thoroughly. Maybe there are tools out there that can help you doing this.

Using Yahoo mail you will not be able to enter a formatted HTML news letter.

Using Outlook Express you can. Follow these steps:

Open Outlook Express: click Create Message.

With your blank "new" message open click on "View" along the top bar of the New Message window - then select "Source Edit" from the drop down menu.

Your New Message window will change and at the bottom you will see 3 tabs - select the second tab "Source" - you will now see the default HTML headers created by Outlook Express - delete those and copy/paste your HTML news letter in to the available space.

Then click the the "Preview" tab along the bottom to check the layout of your email - note it will seem to have a small amount of space along the top and bottom - ignore this it will not appear when you send the email.

Now enter your To address and click send!

There you have it - HTML newsletter sent through Outlook Express.

And send it to yourself (to different clients as well as gmail and hotmail and yahoo) before sending it out, every time you do this. You have to test this no matter what client you use to send out these mails. Don't trust mail clients to handle HTML as well as modern browsers!

Outlook Express, Yahoo, Hotmail and Gmail are not meant for sending rich html/css formatted newsletters.
as i advised you before too, you have to use a professional bulk emailer program to send your html newsletters.

Thanks all for your replies.

Please suggest me a good free bulk mailer software that supports HTML+CSS+Images.

I urgently require it.

they are not available for free, the ones which "claim" to be free, put their adds on your html newsletter when you send it.

I've tried to use one of these bulk-emailer programs. I believe it was G-Lock Easymail. In the end I didn't use it because of HTML problems. But that was about two years ago, and maybe they've solved those problems.

I use Dynamic Mail Communicator for sending my html newsletters, it works perfectly and superbly.
Rapid Emailer is another good program which i used in past.
