WSUS 3.0 - Cannot browse to site or update computers

I have installed WSUS 3.0 and followed the instrustion as per the Step-By-Step Guid to getting Started with MS WSUS 3.0 downloaded from Microsoft.

I have not made any changed to the ISS sites.
I have added the URL to the Group policies for out PCs to get update, but none of the PCs are connecting.

when trying to browse to the Admin and self update site (http://servername:8530, http://servername:8530/selfupdate) I get the following error page in the browser.

The website declined to show this webpage
 HTTP 403  
   Most likely causes:
This website requires you to log in.
   What you can try:
     Go back to the previous page.

This error (HTTP 403 Forbidden) means that Internet Explorer was able to connect to the website, but it does not have permission to view the webpage.

What can I do to fix this?

This is not really a fix but you could use the Administration Console snap in....
Oh and there is a note on this MS page that might help...

I can administer the WSUS via the admin console, but still can't get access through the website.
I have added the web address to our Group Policy, but no computers are finding the update server.
I think this security issue has something to do with it.

Can anyone help?
There is no web access with version 3.x....
