What does it say in the server.log in the $ORACLE_HOME/sysman/log directory?

Oracle 10G

I am using the standard scripts Oracle provides

ORA10:2:wait:/bin/su - oracle -c /opt/oracle/product/10.2.0/bin/dbstart
CTLORA:2:once:/bin/su - oracle -c /opt/oracle/product/10gAS/opmn/bin/opmnctl startall

Try logging in as oracle directly, setting up the environment using oraenv and selecting the appropriate entry from oratab for the Oracle Home where AS is installed.  Then see if opmnctl works correctly.

Login into the machine:

>ssh oracle@ctlora

get the correct entry from oratab

>cat /etc/oratab
ocsdb:/opt/oracle/product/10.1.2/ocs/infra:Y
ocsas:/opt/oracle/product/10.1.2/ocs/apps:N

run oraenv

>. oraenv
ORACLE_SID = [mark] ? ocsas
>

then start opmn

>$ORACLE_HOME/opmn/bin/opmnctl startall
