Do You Want To Allow This Webpage To Access Your Clipboard?

I have been trying to disable the prompting in IE for "Do You Want To Allow This Webpage To Access Your Clipboard?"  I set the Security Settings in my Internet Zone, and changed this setting from Prompt to Enable, so it would stop prompting me.  But as soon as I close my browser and reopen it, that setting is lost and I get prompted again.  This is in IE 7.  Does anyone know how to permanently disable it, perhaps by setting something in the registry?

    Do you have a group or local policy fixing the security setting?

    Go to Security tab and lower security by one level.

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3
    right click on 1407 from the right panel and set the value to 0

    these are the DWORD value definitions;
    1 = prompt
    0 = enable
    3 = disable
