Missing Email Exchange 2003

I have a user who is missing emails under Exchange 2003 and Outlook 2003. Exchange message tracker tells me "SMTP message delivered locally to store to email@example.com"
I have searched Outlook under inbox, subfolders, deleted items, sent items, etc. She does not have any rules or junk filters. The recover deleted items box is blank.
Exchange seems to indicate that it delivered the message but I can't find it anywhere in Outlook. Was the message delivered and can I do anything but recover the mailbox?
