conversion away from column type may result in sub-optimal query plan

i am getting the above warning mess
 and start_time between to_date('01-JUL-07') and to_date('31-JUL-07')
the start_time is in date what do i need to do ..?the conversion is appropriate
any help

    You must add format mask to the function to_date():
    and start_time between to_date('01-JUL-07','dd-mon-yy') and to_date('31-JUL-07','dd-mon-yy')
