If you're just looking at asking one question, then you could use the Voting Buttons feature of Outlook to send an email to all users involved. You set this up by pressing the Options button (or viewing the Options tab in Outlook 2007) and then enabling the voting buttons option. In Outlook 2007, you must click the button then "Custom". You then type in the possible responses you want your users to be able to click, each response separated with a semi-colon (;)

Then just send the email like normal once that's set and your users can click the buttons accordingly.

If you need more than one Q then either send multiple emails or you would need to look in to a hosted survey tool you can create it through, as you would need a website front-end and database backend to use IE. This company offer a survey creation facility: http://asponlinesoftware.com/
