Exchange 2003 Email disclaimer VBscript not working

I'm trying to add a email disclaimer to all out going messages. I have Server 2003 ruining exchange 2003. I used KB 265293, and when i use KB317680 with the VB script, yesterday when i used the two commands and they completed successfully, all mail flow stopped in and out. once i used the command to unreg the script mail started flowing again. The one thing i noticed in the KB is to install the Exchange SDK. when i did that i do not have a folder ...\exchange sdk\sdk\support\cdo\scripts and could not find the file called smtpreg.vbs. I copied the script from support.microsoft.com/kb/837851 and pasted it into a txt file and then renamed it to smtpreg.vbs. I also created the EventSinkScript.vbs this way. is that my problem there that I'm creating the vbs files incorrectly or am i missing something?

So even if i send a email from outlook to an external contact this won't work? let em check my even log and i will let you know what i find.
No, it won't work.  It's a well known issue with that script, which is only really given as an example of coding an Event Sink, rather than a viable disclaimer solution.
There was nothing in the event log but i guess my only other option is 3rd party software. I know i could add to clients sig but i rather not run around to 100+ PCs
www.exclaimer.com is highly regarded.
so there is no way through Exchange. I've seen Imsext.dll but that looks like it's through exchange 5.5
Correct - there is nothing built-in.  IMSEXT.DLL only works with the E5.5 Internet Mail Connector .
