The following GPOs were not applied because they were filtered out

On some pcs in my domain default domain policy is not applied. I recieve The following GPOs were not applied because they were filtered out Local Group Policies. Why?

Are the machines that don't get the group policy in the same OU.  Do other machines in the same OU get the policy.

Security options on the GPOs do not allow some security groups to read/apply the policies. See http://www.windowsnetworking.com/articles_tutorials/Group-Policy-Security-Filtering.html for how this works

this policy is just the default domain policy, and right now the only user listed is authenticated users which I believe is correct.

Did I mention that I reset the default domain policy and the default domain controller back to the original settings.
