Moving an application from one Windows2003 Server to another without installing.

I have a Windows 2003 Server with MSMQ client, IIS, and Oracle client installed, there is also a critical application (SAP Access Enforcer) running in this Server.
I want a different powerful Server to 'clone' this Server, I will install MSMQ client, IIS, and Oracle client
in the new Server, what is the easiest way by which everything else other than the one I install (MSMQ client, IIS, and Oracle client ) be 'shifted' to the new Server, I would not like to 'install' SAP Access Enforcer into the new server.
Will appreciate if you can point me to the right direction by giving some information / URLs etc.

Try Symantec Systems Recovery Server. It has an option to allow restoring a server to dissimilar hardware. Works for me every time.
