Make sure \bin folder is in PATH, and that some version of oraxy.dll, e.g., OraClient9.dll etc. exists in that folder or elsewhere in the PATH.

Is everyone at your place having the same issue? Or, just only you. What version of TOAD are you using?

Sometimes these errors (TOAD) is hard to debug. What I normally would do is just replace the toad.ini with the working version of it.

You could find the toad.ini from the following folder.
    C:\Program Files\Quest Software\Toad for Oracle\User Files

I deleted the ORACLE_HOME environment variable from my user environment and Toad is now accessing my Datasources. Thank you for pointing me in the that direction!
