OS X update

I am at OS X 10.4.7 i would like to update to only 10.4.8. When i click on update it only hows me an update to 10.4.10. I cant go that far because of software issues. Next would be how would i lock a normal user out of not being able to update on thier own?

If your Mac has an Intel chip, download and install this update: http://www.apple.com/support/downloads/macosx1048updateintel.html

If it has a PPC chip, use this one instead:

http://www.apple.com/support/downloads/macosx1048updateppc.html
