This is a delay message and indicates that for some reason it has been unable to deliver the mail.  This is nothing to worry about at this time.  It usually indicates an issue on t he recipients end

If this is happenign to alomost all domains, then it would indicate and issue with your exchange server.
Just out of interest have you updated / installed patches / servic epacks recently?

service pack i ahave installed but what about patches

Are the messages sat in your queue on Exchange?
Have you checked the DNS settings for external name resolution?
Are all services running for exchange?

2.I told my ISP provider to create a PTR record for my ip

Re DNS name resolution, Have you checked the Exchange server settings for external resoultion, not the PTR records for your domain.
