I'm starting apache http server, and it starts, i verified it in the logs, but when i run "localhost" I get a screen with "It Works!" instead of the welcome screen.

This is usually due to one of two reasons:

1) the default 'DirectoryIndex' in your httpd.conf hasn't been updated to reflect another type of login page

For example, mine reads (in the search order that I prefer):

DirectoryIndex  index.html index.html index.php welcome.html

2) your welcome page is not in the web root directory and needs to be moved there

yes, that's correct.  it's just doing what it's told.
