RPC fails to start with access is denied on windows 2003 sp1 domain controller

I applied patch MS07-058 KB933729 and restarted primary domain controller on windows 2003 sp1 (R2).  Remote Procedure Call fails to start, message when I start it manually is 'access is denied'.  It is a dependent on many other services like workstation, server, dhcp, dns, wins etc.  Event manager says there is a 'SAM' error but I can't bring up detials on the error.  I applied this patch on 3 other servers 1 (DC), 2 File Servers without problem.  Credentials on rpc service is the same as all other servers 'NT Authority\Network Service'   What happened?

Good deal...sorry I was out to lunch and didn't see these until now.  Looks like you are covered...wonder if the event logs will now give you an idea on what went wrong.

Can you run a DCDiag on the DC in question and see if there are errors listed there?  That's my best guess as to where to start looking.

W23K support tools are not installed on my pdc .  I will try to install under normal mode, as I was under safe mode with networking.

Couldn't run dcdiag.exe on pdc.  Couldn't install it either because of dependency to another service issue.  Ran dcdiag on other domain controller and it said of course that it couldn't contact the primary domain controller that has the 5 major roles attached to it.  I am about to seize the schema master, domain naming master, forastructure master, rid master and pdc roles to the other domain contoller and try to repair operating system with w23k cd.  any other solutions before I do this drastic step?

Seize control of 5 master roles on other dc and ran dc diag.  all communication checks with the original pdc failed because of RPC service not starting.  Am doing a repair on the windows directory using w23k cd

Repaired windows and all services were restored.  Applying all post patches and will transfer role back ot pdc as master.  I expect no problmes.

Reloaded patches and all is well except for wins service not starting on domain controller.  I uninstalled and reinstalled wins and reestablished the replication partners.  Resstarted server with no problems.

Event log said the sam service failed to start a tcp/ip or sp/spx thread?  No wonder why rpc didn't start I don't have any clue why it happened.  All I did was install the latest microsoft patches with no hitches and a restart later in the evening when the user community had gone home.  Go figure.  I did a dc diag and other than a event log error, all other checks passed.  Thanks for your help.  Good blog here.
