User Account is disabled and hidden from exchange and still receiving undeliverable messages

I have an employee who was terminated 3 months ago, account and mailbox has been deleted and I have removed this person as a delegate to another employee's mailbox, however, whenever someone sends an e-mail to the current employee they get a message undeliverable from the system administrator stating that the employee who was deleted along with the mailbox is unreachable.  

Any input on this would be greatly appreciated.

It can only be coming from delegates.
However delegates get stuck sometimes, you remove it from Outlook but for some reason it isn't removed correctly from the Exchange server.

To fix that you need to remove all delegates from the user, then add someone completely new (or a test account). The key is not to use someone who has been listed before. Then wait 30 minutes or so and remove them. This effectively flushes the delegate list.

                   I tried to search the Message Tracking and I keep getting an error that states

  The Tracking Database on SACHI23.smartassociates.com is not available or the message has left the Exchange organization

That is classic delegate problems. The user who the message was sent to has the terminated user listed as a delegate.

             I stated in my original question that the person has been removed as a delegate that is what is so mind boggling.  Where else would this undeliverable message be coming from?
