Does Windows Server 2003 in workgroup configuration require CAL for each TS Client?

Currently running Windows 2000 Server/Terminal Server.  Have 15 Windows 98 clients accessing TS with Server 2000 TS CALs.  Planning on adding a Windows 2003 Server in workgroup mode for data storage and access to a shared folder.  Windows 98 clients will continue to login to Windows 2000 TS and will access shared data on the Windows 2003 Server.  Is a Windows Server 2003 for each of the concurrent TS clients?
