I have connected using an FXS port on a cisco call manager express 2811 ISR an analog Polycom conference SoundSation. I need to configure the system to support initiating a conference call to other cisco ip Phones within the branch office and also to other phone users over an H323 connection at the HQ.

ok first you have to setup the FXS port to use SCCP. The below document goes into complete details for this method:
So set up your fxs port for SCCP - the document mainly talks about Callmanager (not CCME) but the same config applies to CCME.

Then enable "SCCP Feature mode"
1. enable
2. configure terminal
3. stcapp call-control mode feature

You can then use feature codes to access the functions which you would usally find on a Cisco phone, as seen below. you can also see a list by issueing the following command on your router :
show stcapp feature codes

Hang up last call  #1
Transfer  #2
Conference  #3
Hang up last conference  #4
Toggle between calls  #5
Call forward all  **1
Cancel call forward  **2
Call Pickup (local group)  **3
Group pickup  **4
Call park  **5
Call pickup of extension  **6
Meet me  **7
Redial  *#
Speeddial Voice mail  *1
Speed dial 2  *2
Speed dial 9 *9
