Short notation not working - ini file has it turned on

pretty much what it says.
i was testing a php site on windows development server and everything worked fine have since migrated site to stagin server and had some issues most of which were resolved except for short notation

<? = $variable ?> is not working, i checked the ini and short notation is turned on, anything else i should be looking at?

are you sure you modified the correct .ini file?
what does phpinfo() return about the short tags config?

short_open_tag = on

did a search for php.ini
seems there are two...
one in c:\php and another in c:\winnt, the one in the nt directory had teh short tags off, not sure why or how the ini in the php directory is being ignored/bypassed...

that is by default on windows platform, it uses the one in the windows folder first, BECAUSE that folder is usually first in the PATH variable... if you changed the PATH variable to contain the folder to php before the windows folder, it would change...
