error 8004210a/b outlook 2003 not working

I had a look at your previous thread for this issue:

However the issue was not solved by following the steps you suggested.
Any other suggestions?

We did not change anything and from one day to the other the emails could not be downloaded or sent. When istalling the email account to another computer on outlook it works fine. So obviously it is not the email servers fault. The pop mail works as well. I have installed, reinstalled, rebooted. Nothing works

Is the problem occuring when you hit the Send/Receive button?

1. Register an important send/receive library file.  Go to Start > Run and type regsvr32 inetcomm.dll

2. Check if antivirus email check is slowing sending and receiving.  Disable it. Check if other programs running in the background is interfering. Disable one at a time the Firewall, antispyware, antispam, and all Norton programs.

3. In the account settings, Advanced settings, change the server timeout time from 1 min to 5 min

4. Check if outgoing mail server authentication is required. Select that option in account settings and use same settings as incoming server

5. Your ISP may be blocking port 25. Try using alternate port 587.

If no joy, you need to use your ISP SMTP server to send out emails.

6. Create a new Outlook profile.

Already the first step is not working, i entered regsvr32 inetcomm.dll but the message says: error that it cannot find the library.

Are using Windows XP or Vista?  If XP, registering the library file should work.  Continue with the other steps in the troubleshooter.

xp I have and I did do the other steps too... I am getting desperate here...I am not sure what you mean by step 4 though. How can I check that?
I have however looked at the setting on the other computers and matched them, they are identical.

And how do I go about step 5?

akaza, does the problem occur when you hit Send/Receive button?  Other Outlook operations?

In outgoing server authentication, does the account SMTP require it?  Turn it on or off accordingly.  Make sure to use the same login names and passwords as incoming server.

Is inetcomm.dll file in C:\Windows\system32 folder?

I cannot find this file that you mention. Do I have to get it from somewhere? If so where?

I found it on another computer, copied it and added it to this one. Now what do i do???

This is a file that is installed when you installed Outlook. Reinstall Outlook, and you will get all the files, including this missing one.

There are different version of the file. Did you get it from another machine running Outlook 2003?  

You need to register the file. Go to Start > Run and type regsvr32 inetcomm.dll

Reboot your computer. Then test if Outlook send/receive properly without error.
