changing value pwdProperties: Clear text passwords

I want to force non use of clear text passwords by changing the pwdProperties value in ADSI edit to 4.
Has anyone ever done this? Will it have unwanted outcomes?

    It might have interoperability problems if your forest in non-2003 native functional level.
