How to create a Autorun CD Menu

I want to create a autorun CD Menu. When the cd is inserted into the CD drive it should open up a window with a menu, thereby give the user an option to select what file or program he'd like to open.
For ex: if i have 4 types of softwares in the cd, upon inserting it to the pc, a menu should automatically popup and should have 4 liks to click on. Upon clicking 1 of the links that file/exe should open up. What is the best way to do this.
I'm alright with XHTML/ .NET 2.0

Not tested:

[AutoRun]
open = cmd.exe /C your.hta
icon = your.ico

Or by this C program:

Perhaps direct hta open works best:
[AutoRun]
open=your.hta
icon=your.ico
