apache returns incorrect encoding

Hi
I am migrating web sites from Server#1 (with Apache2) to Server#2(Apache 2.2).
With the same html file, IE shows correctly "é" chars in IE title bar with Server #1 but a "chinese style" char (instead of "é" char) in IE title bar on Server#2.
I suppose this has something to do with encoding and charset but i check apache2.conf on both machines and it does not seem so different.
Any idea ?

Which distro are you using? Be sure to check the conf.d/charset file, if present. What about the page default encoding? You can check it with page properties under firefox.
