Can't reinstall the WIndows Installer on Windows Server 2003 after some crash recovery actions

Windows Server 2003 Windows installer is broken and the listed fixes don't seem  to apply or work.  

I tried the simple /unreg and  /register procedure - that didn't work.
I downloaded the Windows Installer 3.1 disribution kit and run it - the installer reported that a newer version was already installed and would not continue.  The Windows Istaller on the server looked like it was the same relase - 3.1.

How do i "unnstall" the damaged windows installer so I can re-install the WInInstaller 3.1 - which I interpret  is the most current one for WIndows Server 2003.
Note: We have the case of getting messages in logs when running the Windows Installer that say there  is something wrong or corrupt with the WIndows Installer - such as: Windows Error Text: The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode, or
if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

We were trying to instal sql 2005.  Then we tried another MSI based installion - also failed - same reasons.
Other background info:  We had a system hang and a power off/on recovery during installation of some MS Hotfixes  I think it crashed on applying  the 2nd or 3rd fix after applying SP2.  I had to re-install SP2 which seemed to finiish and present no immediate problems ,,, but now we find the windows installer won't install anything.

Attention Community monitors - file this one as finished ... I solved this problem ... I re-installed dot.net.framework2.0 + a security update.  Then the windows installer worked.
