Exchange Full Administrators/Administrator Permissions

Recently ive noticed afew strange things with our permissions, afew of these being Domain Admins, Exchange Full Administrators/Administrators for example have both ALLOW and DENY ticked and inherited on Full Mailbox Access, which I cant seem to change. Is this normal behaviour? as ive just had to remove myself as a Exchange Full Admin to access someones mailbox.

    that is by default
    domain admins and admin have a deny on other mailboxes in exchange 2000 and 2003
