Access denied to PST files

I have installed a new SBS 2003 R2 server and used Exmerge to extract mail from my old SBS 2003 server to my new SBS 2003 R2 server. I extracted mail from my old server to pst files in a directory to my new server. I want to be able to connect may users to these pst files where they reside on the server but, I get access denied on all the pst files when I try to connect each user through their Outlook  to their own pst file. Read only is not checked on these files and the Everyone group has Full Control on the Directory that these pst files are in.

Do the names on the pst files match the name of the mailbox they are going into? For example a mailbox for John Doe where his email address is JDoe, the pst file has to be named jdoe.pst.
