Can I use a swf file as a background image the same way I can use a gif/jpg?

If so, what would be the css.  No repeat.  Just swf image centered on the page about 20 pixels from the top.

Not possible. I know this ain't worth 500 points, but it's the plain and simple answer.

Best aproximation is stuffing the swf and the content of your page into two seperate divs and use css to overlay the content on top of the swf.
