Compiling program from source code

XMLCompare Tool
I found a tool at http://sourceforge.net for comparing 2 XML files.  
http://sourceforge.net/projects/xml-comparator/

I've downloaded the files for this tool.  I think I have source files and I don't know how to compile them into a program I can use.  

Wondering if any of you experts could tell me how to compile this tool.
I'm running on a Win XP Pro system.
