Cannot install this hardware, access is denied

All of a sudden my LAN adapter on my laptop does not respond.  The device manager says the driver needs to be reinstalled, but when I do so I get "cannot install this hardware, access is denied"

I am logged in as administrator
I tried creating a new local admin account in case the profile was corrupt
I've tried uninstalling from device manager, rebooting, reinstalling
Even tried disabling in BIOS, rebooting, enabling, rebooting.....nothing works!!

I really don't want to rebuild the OS, does anyone know where this permission issue stems from?  Registry key I can edit?

Maybe somewhere in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum?  But personally I would rebuild.

Is this a built in LAN Adapter? Or a card inserted?

Open cover, remove the card. Restart system then power down again. Install card back, let system redetects the card and then select manual install drivers.
