ASPX comments

I'd like to put a comment onto my aspx page that says

                                                 <!--  This page contains a lot of "runat server" properties -->

but the words runat server get parsed and generate the error:

                                                 The server tag is not well formed.

A comment should be a comment, so why is something picking up "runat server"?
