Proper way to restart/shutdown Exchange 2007 running CCR

Hi guys, my current company is currently using Exchange 2007 running in CCR mode. Restarting the passive node is fine. However restarting the active node will result in database cannot be mounted. I've tried transfering the active node role to the passive node thru cluster administrator 1st before restarting the active node but problem persist. May I know what is the correct procedure to restart Exchange 2007 in CCR mode?

Use the "MoveClusteredMailboxServer" cmdlet to move CMS from the active to the passive node.
Restart the passive node.
