Ie nor Control Panel will open  URLMON.DLL error

I have a computer that when you try to open IE it crashes and when you click on details is urlmon.dll

This also happens when I try to open up control panel. Will not open and when you click on the details its the same urlmon.dll.

 I have searched for solutions and am stumped.

Possibly corrupted? Try using system file checker.

Click Start->Run... sfc /scannow  then click OK.

You will likely need your XP disc.
