Can not create a file named nc.exe

We are performing an upgrade for a Library Database program.
The upgrade failed. One of the files delivered with the upgrade is called nc.exe.

We noticed that we can not create a new file with that name anywhere on the server.
The software needs to install a file with that name.

We get a message that a file with that name exists already. It does not. We are also trying multiple folder locations and multiple drives.

Does anyone have an idea what is going on???

a program named nc.exe (netcat) can be used by hackers or malware, so maybe an Anti-Virus program or similar is blocking it.

Is this fixed did you search the reg as per to see if the machine is infected? what AV in on the machine

download process explorer from www.sysinternals.com 
then go to find-->handle or dll and type in nc.exe.
this will show you the process which has a handle hooked on to nc.exe. you may then choose to right click on that handle and kill it.
that should resolve your issue.
