Use the Delegate Control feature int eh AD snapin. Right click the domain or OU you want to delegate control of and follow the prompts, selecting the account and granting the appropriate access to create computer objects.

You can right click the default COMPUTER OU, right click, properties and then select the security tab. clicked advanced, add your user and then click edit. change the permissions accordingly in there. Its the long way compared to delegate control.

If your concern is that the Delegation of Control wizard is too difficult, I can assure you that AdamJur's instructions will be no easier, as it is requiring you to do manually what the Wizard is stepping you through in an extremely hand-holding fashion.
