Have you changed permissions on the root folder. Does this folder have inheritable permissions?

    Accepted Solution

If this is an Active Directory environment, you may have file system security configured via Group Policy that is overwriting changes that you've made manually.  Run the Resultant Set of Policy Wizard against the server in question to determine if there are any GPO settings of this nature.
