Do you mean you want to install WINS on the member server?
If so you need to go to Control Panel->Add/Remove Programs and select Windows Components
You can then expand Networking Services and select DNS and WINS.
thing is, if you want to install DNS on the member server, you're going to have to configure the settings yourself.  Meaning you'll have to create forward and reverse lookup zones.  If you decide to promote that member server to a domain controller, then DNS will configure itself.

to promote it enter the dcpromo command in Run.

but like the above post said, if you wish to just install it, then you go to Control Panel > Add/Remove Programs > Windows Components, expand Networking Services and select DNS and WINS.  After the installation you will find it in Administrative Tools.
