oracle database upgrade issues

while doing manaula oracle database upgrade 9.2.0.8 to 10.2.0.1 i am getting following errors:

      ERROR at line 1:
  1081  ORA-06502: PL/SQL: numeric or value error: character string buffer too s
mall
  1082  ORA-06512: at "SYS.STANDARD", line 595
  1083  ORA-06512: at line 5

ERROR at line 1:
ORA-04063: package body "SYS.DBMS_AQADM_SYS" has errors
ORA-06508: PL/SQL: could not find program unit being called:
"SYS.DBMS_AQADM_SYS"
ORA-06512: at "SYS.DBMS_AQADM", line 480
ORA-06512: at line 2
in the end of the file i am getting

i dont understand why i have to run these scripts in the upgrade process?  I am following the metalink document 316889.1
in this document after upgrade you database status should be valid.  if you get the errors, you have fix them and rerun the script.  On my old database i.e on oracle 9i i ran these scripts?

Do you want to me ran these scripts to fix the issue?
