troubleshooting Question

Horizontal scroll bar stuck at right side.

Hi, on my laptop I have an annoying and yet very infrequent problem with the horizontal scroll bar.  
Every now and again (& I mean literally, probably once every two weeks if I'm unlucky so very infrequent) my horizontal scroll  bar in any application will zoom to the right hand side and stay there despite my trying to drag it back.  IF I do, it just re-assumes the right hand position again.  Once it happens It applies to any application I then open and I haven't narrowed it down to any initiating application as I can be running several at once anyway.  

I only seem to be able to reset the bars behaviour by either logging out or rebooting the pc.  I tried things like delete all IE temp files etc and closing all my running applications but to no avail.

I googled it and most issues regarding scroll bars are lagging of the vertical bar with memory or an optical mouse but this doesn't help me.  As stated in opening detail I do have an optical mouse but I've always found Belkin to be quite resilient and reliable.

I can live with this problem but if anyone can offer a reason why then it'd be appreciated.
