Can't enable Remote Desktop on Windows Vista Bus because windows Firewall will not start

I'm trying to enable Remote Desktop on a Sony laptop that is running Windows Vista Business on a SBS 2003 R2 domain.  I get a message that says Windows Firewall must be turned on.  When I try to turn on Windows Firewall I get the message "Cannot start the Windows Firewall on local computer.  For more information review the system event log".  In the event log I see "The Firewall service terminated with service-specific error 5 (0x5)".  This also happens when I disconnect the laptop from the network and boot it without logging into the domain.  I also tried Starting the service manually from the Sevices Adminsitartive Tool.

SBS2003 has KB926505 installed and I do see the "Small Business Server - Windows Vista policy" GPO. All of these policies have the Actions set to Allow and the Active set to TRUE.

Does anyone have any idea's about how I can get the Firewall service to run, or figure out why it won't, and ultimately get Remote Desktop enabled?  Thanks.
